The Premier's particularly significant tilt on the Britain's post-Brexit ties to the EU on Saturday was designed to send a message to the business community, to Brussels, and to European partners, in addition to his party members.

A Revised Approach for Dialogue

Closer after-Brexit trade links are projected to be looked at as within an annual process of government-to-government discussions as opposed to just at the current year's official assessment of the trade and cooperation agreement.

Internal Calls

Prioritising the Internal Market

Rather than the customs union, his focus is on building a "stronger bond" with the internal market, which would avoid ripping up those new trade deals with other nations.

When the UK completed its departure from the EU in the start of 2021, the prevailing deal prioritised liberation from EU standards over frictionless trade for British exporters across Europe.

The present new approach outlines realigning with EU rules in three key areas to promote the easier passage of trade: agri-food goods, electricity, and carbon trading.

Commercial Requests

A major business group last month published a list of new proposals in other sectors to assist exporters overcome new bureaucratic hurdles that has hit the trade of goods.

Its own survey indicated that a large proportion of business members believed that the UK-EU trade deal was failing to support sales growth.

A host of further domains could, feasibly, see a comparable strategy – alignment with single market rules – in exchange for minimising post-exit friction across industry, in vehicles, pharmaceuticals, or for example in VAT procedures.

European Reaction

Member states were underwhelmed by the modest aims in the previous recalibration, particularly the British rejection of proposals floated by some analysts regarding the simplified access of British goods to the internal market.

The specific detail on power sharing and agri-food rules is yet to be finalised. A proposal for UK companies to be part of a €150bn security initiative has hit a snag over the cost of the financial commitment, after opposition from Paris. Canada has joined the initiative.

Broader Context

The UK has reached an agreement to return to a student mobility programme and to discuss a young workers initiative. This has facilitated progress for further UK-EU talks.

Analysts close to government suggest that the issuing of a Washington policy paper has altered the context on UK European policy.

The paper said that the US would "cultivate resistance" to the EU's present path and applauded the "rising power" of certain political parties.

Within the administration, there is some recognition that the international situation has evolved further.

Domestic Pressures

At home, the administration also foresees being pressured on Brexit by one opposition party, but potentially others, which is focusing on its key electoral areas in local votes.
